Develops services, including Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), and Independent Government Cost Estimates (IGCE). Provides technical support to acquisition staff during solicitation, proposal, evaluation, negotiation, and post-award proceedings. Develops guidelines evaluating the parameters of products and services required to support acquisition, operations, and sales activities.
