The Winnipeg Civic Employees’ Benefits Program (WCEBP) administers pension and long‑term disability benefits for the City of Winnipeg. The Finance Department is responsible for the financial administration, reporting, and oversight of the Winnipeg Civic Employees’ Pension Plan (WCEPP) and the Winnipeg Police Pension Plan (WPPP) including investment accounting, contribution reconciliation, financial reporting, payroll administration, and audit support.
