4 Scope of Services Background: The Florida Department of Transportation (FDOT), Office of Work Program and Budget (OWPB), is responsible for the budget development, legislative reporting, and budget execution functions that support the Department's work program. These functions are operated through a portfolio of OWPB-owned custom applications and downstream operations that are directly impacted by the State of Florida's transition to the Florida Planning, Accounting, and Ledger Management (PALM) system, with go-live scheduled for January 2027. OWPB has remediated and tested assets within its application portfolio in response to PALM-driven changes to chart of accounts, business processes, and interface patterns.
